小職は2012年〜2016年頃まで「インフラ投資ジャーナリスト」として海外インフラ案件に関する投稿をこのブログで精力的に書いていました。

「高速鉄道」にはかなり力を入れていて、JR東海などが注力していたカリフォルニア高速鉄道の英文情報を詳報していました。発展途上国や英国のPPP案件についてもかなり研究して、概要を書きました。

を出した所、関心のあるプラクティショナーの方々が集まって下さり、毎月1回の密度の濃い勉強会会合を開催していました。その中には日本を代表するインフラ案件の海外投資家集めを主導なさった方もいたりします。

タンザニアの沖合には天然ガス田があります。小職も自腹でタンザニアを二度訪問し、現地で水先案内人役を果たしてくれるウガンダ人の知人と一緒に、タンザニア国エネルギー省ガス担当高官と天然ガス案件の話をしたこともあります。英国ブリティッシュガスのディレクターと案件の議論をしたりなど、楽しい思い出が多いです。

中東サウジアラビア、UAE、トルコの物流系インフラ案件をリスト化する

さて、このような海外インフラ案件の経験をベースに、総合商社の中間管理職の方向けに、次のような機能を果たすChatGPT 5（有料版）の活用法を作ってみましょう。

ChatGPT 5の優れた文脈理解性能、超高速検索性能、条件に合致した検索結果をまとめる機能などを活用して、各国に眠っているインフラ案件を迅速に拾い出し、部内の案件検討資料としてまとめます。インフラ案件と言っても多岐に渡り、国の範囲も広げるとすぐに数百件になってしまいますから、ここでは中東のGDPが大きな国の物流系の案件（ports, container terminals, intermodal yards, rail freight corridors, dry ports, road upgrades connected to ports/rails）に絞って調査することにします。

さて、どのようなプロンプトにしたらよいでしょうか？海外政府系の資料などを漏れなく検索するためには、プロンプトも英語であるべきです。ChatGPTなどLLMは中身が英語というケースがほとんどですから、英語のプロンプトを入れると最高の性能を発揮します。

英語で漏れなくダブりなく的なプロンプトをゼロから書くのは骨が折れます。前回の投稿と同じく、「最高のプロンプトをChatGPT 5に書かせる」やり方で行きましょう。

テクニカルな話として、社内ネットワークではChatGPTを使用することが禁じられているケースがほとんどだと思います。本稿では「自腹で用意したノートPCで、自腹でアクセスするインターネット回線を使って使う有料版のChatGPT 5」を前提として述べています。簡単に言えば家からアクセスする環境です。こういう環境では、自社の社名や自分の所属部門などを入力することはNGでしょうから、その辺は各ユーザーさんの判断に任せます。自腹のPCであってもまずChatGPT 5（有料版）の優れた成果物を入手することが先決です。実際に何度か使ってみればその意味がわかります。

私が今回取ったアプローチは、

  1. ユーザーが中東各国のインフラ案件を抽出できる英文プロンプトを得る。
  2. ユーザーは、その英文プロンプトを新しいスレッドで走らせて、案件リストを得る、という方法です。

このブログの書式及びブラウザの表示性能では案件の詳細な内容を表示しきれないので、箇条書きにして以下に記します。リンクも生きています。

ざっと見て、中東のインフラ案件をカバーする英文インフラ業界誌から情報を取ってきているようです。しかしこれだけでも手動で検索して案件リストを作成するよりはマシです。インフラ案件を英文情報源から拾ってくる事ができるリサーチャーにお願いしても、これだけのリストを作るには一生懸命やって3日はかかります。外部の調査会社に依頼すれば超特急案件で翌週納品でしょう。この内容と密度であれば安くても100万円。○○総研クラスでは美麗な報告書様式で納品されて安くても300万円です。ChatGPT 5ならプロンプトを得るまでの試行錯誤はありますが、おおむね1時間で済みます。

部内で検討するには案件情報が薄すぎる場合には、1つ1つの案件を同じくChatGPT 5に精査させればいい訳です。「案件オーナーの情報源にアクセスして以下のいずれかを取得して下さい」と。
