Two kinds of fear
Humans dislike to feel fear. Generally most of us are not aware of what kinds of fear there are, so I would like to suggest categorizing it roughly into two kinds. They are, if I would name them, "natural fear" and "synthetic fear."
Natural fear is caused by disasters, accidents, and violence. Disasters, accidents, and violence are scary because they could be fatal and it feels like they come out of the blue. In the case of earthquakes, the fear would be significantly reduced if you were notified its occurrence five minutes in advance since you'd be able to prepare accordingly.
Synthetic fear comes from others, mostly humans around us. Fear is used to control and force you to go towards where "they" want you to go. Rigid fathers, rigorous religions, hierarchal organizations, stern dictators, and cruel wars, they are all created to control people. Control is more effective in a situation where information is biased and significantly limited.
So I conclude that a lack of information heightens the sense of fear. Having targeted information at the right time should be able to ease people suffering from fear. In the case of natural fear, access to more information eases fear of uncertainty. In the case of synthetic fear, needless to say, access to more information fixes the biased and limited nature of controlled information, and helps people to make right decisions to overcome the fear.
